Naerxi was Yue Tui's attendant. He read to Yue Tui and did miscellaneous tasks for him, so he was kind of like Yue Tui's eyes. After Yue Tui's gone, Naerxi does start wearing a blindfold, since he pretends to be the emperor.
Yue Tui was like a puppet. Couldn't have anything for himself. Always confined to his role. ):
