Well, it's my impression that each Dung Beetle is only Dung Beetle for that duration of battles. For example, the Dung Beetle we saw throughout was always going to regain his human form after the battles ended. He was chosen to go on to the next Earth by the previous Dung Beetle, and when it was done, he'd go home. Becoming a Dung Beetle gives you knowledge of the robots, but only enough to guide. They don't know everything. That's what I gathered from it, at least.
